American Recovery/Reinvestment Act

American Recovery and Reinvestment Act Programs
The American Recovery and Reinvestment Act (ARRA), through the Georgia Department of Human Services Community Services Block Grant funds, is making it possible for PCA to offer three additional programs to the communities served by the agency:

Creating Careers – Developing Employment Program

The program will provide the opportunity for individuals to obtain a certificate in a variety of different programs, i.e., health careers, computer skills, customer service specialist, automotive, etc. A Career and Education Coordinator and Job Developer will work with the participants to ensure they complete the training and find placement in a position that will allow for them to establish a career path. Work experience placements will be made for individuals that need additional training before taking a permanent position.
PCA will cover the fees for the training courses, books and other associated fees for those individuals unable to secure financial aid. If a student secures financial aid PCA will cover other fees that may be required for completion of the training. Support services of transportation and child care will also be provided.

Home Sweet Home: Saving Homes, Saving Families

The housing program is designed to assist those individuals/families facing foreclosure on a primary mortgage. Certified Housing Counselors will advocate on behalf of the clients with their mortgage provider to secure modifications on mortgages. If it is determined there is the need for legal intervention, PCA will be able to refer the case to the Atlanta Legal Aid, Inc for assistance. If the Housing Counselor is unable to negotiate a modification, PCA will assist the individual/family with relocating to an apartment or single home managed by a third-party management firm.
The program also offers a six-part Financial Fitness/Homeownership series that provides money management skills and other information relevant to handling the family finances. The goal is to provide preventive strategies for avoiding future financial crisis.

Small Business Grants and Loans: Safety Net Program

The current economic conditions have impacted the very small businesses as well as major corporations. The grants and loans are designed to provide financial support to microenterprises that may otherwise have to cease operations because of the economy. The grants may be used to legalize a business, open a business checking account, obtain business insurance, marketing materials or small pieces of equipment or inventory. The loans are available for business use such as general operating expenses, equipment, inventory, and marketing.
Individuals will also have access to business skills training and one-on-one consulting to assist them along their path to business development and growth. Those individuals receiving a loan or grant will meet monthly with a Business Consultant to review their financial statements to monitor for increased business income.
