Applications will be taken beginning November 1, 2013 for Senior Citizens, 65 years and older, disabled persons with limitations that prevent them from applying during the General Public Period, and disabled homebound households only who meet the 60% median income guidelines.
The program opens on December 2, 2013 to the general public.

APPLICANTS MUST BRING
· Proof of income for all household members 18 years and older for
the last 30 days. If irregular, then 90 days proof of income.
Self Employed must bring a current, complete tax return.
· Zero Income Statements will be provided at your appointment for
those 18 years and older with no income. All household members
with no income must complete this form.
· Original SS card or other legal documents with a SS number is needed for all household members including children.
· Most recent home heating bill.
· A Secure and Verifiable Document is need for the person applying for the household only to prove identity.
· Crisis applicants must have a two month bill that is past the due
date or already disconnected.

LIHEAP Funds will be available starting November 1, 2013 through local Non-profit for FY 2013/2014 Energy Season to residents of DeKalb, Gwinnett, Rockdale, Newton, and Walton.
Decatur, Georgia------The Partnership for Community Action, Inc. (PCA) would like to inform eligible clients who live in DeKalb, Gwinnett, Rockdale, Newton, and Walton Counties of available funds from the Georgia Department of Human Services to provide assistance with heating bills through the Low Income Home Energy Assistance Program (LIHEAP). A portion of the funds are from the Public Service Commission and H.E.A.T. Those that are eligible will be able to apply for this one time heating assistance payment of either $310 or $350 to help with the high cost of heating bills. Eligible clients may only receive a one time payment per program year.
Eligible clients can start scheduling appointments Friday, November 1st, 2013 for Senior Citizens ages 65 and older, disabled persons with limitations that prevent them from applying during the General Public Period, and disabled homebound households who meet the 60% median income guidelines. Please note that all adults in the home must either be 65 years and older, or must have a disability preventing them from doing business during the General Public period.
Persons who do not meet the November requirements may apply during the general public period starting December 2nd, 2013.
All potential clients that heat their homes with natural gas, electricity, propane, wood, kerosene, or coal, and meet the income guidelines of 60% of the median household income for Georgia, and are able to provide the following information may apply:
-Proof of income for all household members 18 years of age and older for the last 30 days; 90 days if irregular income. If no income, a Zero Income Form will be provided at the time of your appointment. All household members with no income must be present during the appointment time to complete this form.
-Most recent home heating bill.
-Verification of social security cards for all household members or some other legal proof of SS number.
-A Secure and Verifiable document is needed for the person applying for the household only to prove identity and citizenship.
Bringing copies of these documents, along with the originals, will expedite wait time at application intake.
Our Customer Services phone line 404.537.4300 will be open, and staff will begin scheduling appointments at 8:00 a.m. on November 1st, 2013. Due to expected high call volumes, eligible clients seeking appointments also have the option of stopping by their local Energy Assistance office to schedule their appointment, or go to our website at www.pcaction.org click on the “Contact” menu bar (top right hand corner) and complete the online form requesting that someone in the LIHEAP department contact them to schedule an appointment starting November 1, 2013. For safety and health reasons, we ask that clients do not form a line outside our service locations before opening hours.
